Ontario currently accepts the highest number of immigrants within Canada on a yearly basis. Foreign applicants wanting to immigrate to Ontario can benefit from the Ontario Immigrant Nominee Program (OINP) application process through the Immigration, Refugees and Citizenship Canada (IRCC). Although the Government of Canada will continue to have the final say on application status, the OINP program nominates individuals for permanent residency in Ontario that support Canada’s economic immigration programs, including foreign workers, international students, business owners and entrepreneurs.

Working in partnership with the Government of Canada, the OINP is the Ontario economic immigration program designed to promote programs that increase economic interest within Ontario. This program recognizes and nominates qualified applicants that demonstrate the required skill and experience and invites them to apply under the nine application streams available. 

Ontario businesses benefit from recruiting international talent, and the Ontario Immigrant Nominee Program provides nine different application streams for qualifying individuals. The goal of the Ontario Immigrant Nominee Program is to help fill labour shortages across the province of Ontario while increasing the economic trajectory. This program is designed to help attract international skilled workers and students to permanently reside in Ontario.  

Potential applicants will need to create an Express Entry profile to have their application added to the candidate pool. The application streams include: 

  1. Human Capital Priorities 
  2. French- Speaking Skilled Workers 
  3. Skilled Trades
  4. Foreign Workers
  5. International Students
  6. In-Demand Skills 
  7. Entrepreneur
  8. Master’s Graduate
  9. PhD Graduate

A notification of interest and Invitation to Apply may be received from the OINP for applicants under the Human Capital Priorities, French- Speaking Skilled Workers and Skilled Trades streams. Under each of these streams, the potential applicant would need to demonstrate their eligibility through required work experience, educational background, and aptitude in English and French languages. 

Under the remaining six streams: Foreign Workers, International Students, In-Demand Skills, Entrepreneur, Master’s and PhD Graduates, the applicant must submit an Expression of Interest (EOI) to the Ontario Immigrant Nominee Program and await an Invitation to Apply.  

Foreign Workers, International Students and In-Demand Skills streams fall under the Employer Job Offer branch and require applicants to have a permanent, full-time job offer in Ontario. This differs from the Entrepreneur stream where foreign individuals can purchase an existing business in Ontario or create a new business venture in the province of Ontario.  Once the business is successfully established, the foreign business owner can apply for permanent residency in Ontario. 

Lastly, graduates that have completed their field of study in Ontario educational facilities and have received their Master or PhD degrees can apply under the Master’s or PhD Graduate streams with the Ontario Immigrant Nominee Program.
